If you are using Google Apps, you don't need Outlook's (or Thunderbird's) junk mail filters. The Google mail server will handle this for you.

To turn off the Outlook Junk Filter...

• Outllok 2007: Tools > Options > Preferences
• Outlook 2010: Home Tab > Delete Section > Junk Button > Junk Email Options.
